On 18 December 2025, International Migrants Day, KP2MI formally launched eight implementation strategies to deliver on President Prabowo Subianto’s directive to deploy 500,000 skilled migrant workers by 2026. Minister Mukhtarudin announced the strategies at Taman Mini Indonesia Indah, Jakarta, alongside the departure of 1,035 skilled professionals marking the program’s operational start.
The eight strategies address the full cycle of skilled migration. They include: capacity development through Migrant Centers, the SMK Go Global program, Vocational Migrant Schools integrated with community learning centers, and Migrant Class collaborations with regional governments and secondary schools. The strategies also include expansion of the Desa Migran EMAS network, provision of KUR PMI, a rapid complaint response system, expanded social and health insurance coverage from pre-departure through post-placement, digitalization and inter-ministerial data integration, simplification of the placement process, and accreditation of private placement companies (P3MI).
Coordinating Minister Muhaimin Iskandar stated at the event that President Prabowo had directed an additional budget allocation of over IDR 10 trillion to strengthen vocational training and skilled labor placement. The 500,000 target is framed as the 2026 quick win of the broader national agenda to absorb unemployed graduates into formal global employment. The three priority sectors are caregiver, welder, and hospitality. The five primary destination countries are Japan, South Korea, Germany, Australia, and the United Arab Emirates.
The launch signals a shift away from protection focused policy toward an industry directed model, where skills formation, market access, and job placement operate as a integrated production pipeline rather than separate administrative programs.
